The DGCA on Saturday (December 6, 2025) sent a show cause notice to IndiGo CEO Peter Elbers seeking an explanation within 24 hours as to why enforcement action should not be initiated against him for the massive flight disruptions that resulted in the cancellation of hundreds of flights last week.

“Such large-scale operational failures indicate significant lapses in planning, oversight and resource management and prima facie non-compliance on the part of the airline with regulations governing pilot rest and duty norms,” the show cause notice said. The Hindu has reviewed a copy of the show cause notice.

The rules that the airline failed to comply with are the Aircraft Rules, 42A of 1937 and civil aviation requirements that relate to fatigue management of pilots.

“As the CEO, you are responsible for ensuring effective management of the airlines, but you have failed in your duty to ensure timely arrangements for conduct of reliable operations and availability of requisite facilities to the passengers,” the notice said.

The CEO will have to respond to the show cause notice within 24 hours stating “why appropriate enforcement action should not be initiated against you”, placing him directly under regulatory investigation.
