The Bureau of Indian Standards (BIS) has postponed the implementation of quality control order on cotton lumps from August to August 2026 this year.
Cotton knot (quality control) order, 2023 has been amended to implement the order from 27 August 2026.
Industry sources said that the textile industry, which is the main consumer of cotton, welcomed the decision of the central government and asked to postpone the implementation of quality control order on cotton lumps.
However, it should withdraw the quality control order for cotton as the bureau of Indian standards (BIS) cotton lumps does not have norms for the contamination level permitted for cotton. Indian cotton has high contamination levels and industry imports high quality cotton which is contamination free. Cotton growers in other countries will not go for BIS certification.
In addition, foreign apparel brands are now nominated by raw material suppliers and are sufficient amount of cotton or yarn from suppliers named Indian textile industry. They will remember the orders as these suppliers will not have BIS registration.
Since there are many practical challenges in implementing the order, the government should withdraw it, he said.
